The ISU European Allround & Sprint Speed Skating Championships 2019 will be held in accordance with the 2018 Regulations of the International Skating Union (ISU) and relevant ISU Communications, in particular ISU Communication No. 2199.
Participation in the Championships is open to skaters who belong to a European ISU Member (Rule 130, paragraph 2) and who have met the qualification criteria according to Rule 208 and ISU Communication No. 2199.


Ritten Arena is an outdoor artificially frozen ice rink with a standard track of 400 meters and inner and outer curves with radii of 26 and 30 meters respectively. The width of the inside training track is 4 meters.


The winners of the Championships are the Skaters with the lowest total of points after 4 distances have been completed (Rule 265, paragraph 2 and 268, paragraph 1) for the Allround Combination and for the Sprint Combination.
The winner will bear the title: “Lady European _____ Speed Skating Champion for 2019” and “European ___ Speed Skating Champion for 2019” respectively (Rule 133, paragraph a), and will each be awarded the ISU Championships gold medal. The Skaters placed second and third in the final classification after 4 distances for the Allround Combination and for the Sprint Combination, will be awarded the ISU Championships silver and bronze medals, respectively.
Prize money will be awarded according to ISU Communication No. 1976, or any further update of this Communication.

In accordance with Rule 208 paragraph 2.4, the number of Competitors in the ISU European Allround Speed Skating Championships 2019 is 16 Ladies and 20 Men.
European ISU Members qualify quota places based on the combined results (one best 1500m and one best 3000m for Ladies and one best 1500m and one best 5000m for Men) of the same Skaters from any of the Qualifying events. Total points for two distances will be calculated according to Rule 265, paragraph 3.
In accordance with Rule 208, paragraph 2.4, the number of Competitors in the ISU European Sprint Speed Skating Championships 2019 is 16 Ladies and 20 Men.
European ISU Members qualify quota places based on the combined results (one best 500m and one best 1000m) of the same Skaters from any of the Qualifying еvents. Total points for the two distances will be calculated according to Rule 265, paragraph 3.
The Preliminary entry with the estimated number of Competitors & substitutes and the number of coaches and other team staff, as well as provisional names of the Competitors and Team leader must be communicated to the Organizing Committee at the latest by December 24, 2018 (See Rule 208, paragraph 1.1.1).
Final entries including the names of the Competitors and substitute(s) available to compete (maximum 1 substitute per gender, per each Combination), as well as the names of the Team leader, coaches and other team staff for whom an accreditation is requested must reach the Organizing Committee at the latest by12:00 noon (local time) on January 7, 2019 (See Rule 208, paragraph 1.1.2).
Please note that for all persons entered by the ISU Members the procedures regarding the Declaration for Competitors and Officials (all team Officials requiring an accreditation) entering ISU Events (Rule 131) as outlined in ISU Communication 1628 need to be strictly observed.

In accordance with Rule 109 of the ISU Regulations and ISU Communication No. 2030, all Skaters who do not have the nationality of the ISU Member by which they have been entered or who, although having such nationality, have in the past represented another ISU Member, must produce an ISU Clearance Certificate.


The drawings will be made in accordance with Rules 239, 240 (paragraphs 1 to 4) and 242. For the last distance of the Allround Combination (5000 meters Ladies, 10000 meters Men) the number of Skaters to qualify will be 8, see Rule 240, paragraph 3.


Anti-doping tests will be carried out in accordance with the valid ISU Anti-Doping Rules and ISU Anti-Doping Procedures (ISU Communications No. 1922 and 2117 or any further updates of these Communications).


In accordance with the ISU General Regulations (Rule 119), the ISU, the Italian Ice Sports Federation FISG and the Organizing Committee assume no responsibility for or liability with respect to bodily or personal injury or loss of property or damage incurred in connection with this Championship. Each ISU Member is solely responsible for providing insurance coverage thereto.


The speed skating track will be open for training for entered Competitors from Monday January 7, 2019. Only accredited Competitors, substitutes and team officials will be allowed to enter the ice-rink during the official training hours. Trial starts will be organised on Thursday January 10 at 10:15.


The Organizing Committee will be responsible for expenses for board and lodging at the official hotel from lunch on Thursday, January 10 until lunch on Monday, January 14, 2019 (Rule 137 paragraphs 10 and 14) for all Competitors participating in the Championships (not for the substitutes) and 1 Team leader or coach for each ISU Member. Expenses of other Skaters and officials (i.e. coaches, other team staff members and accompanying persons) other than those mentioned above, and expenses before or after the period mentioned above, will be at their own expense.
Accommodation requests can only be made using the ISU Online Entry System (OES) for Speed Skating Events. Please note that the OC will pay the accommodation only in the official hotels and will do the booking for the teams. Teams booking on their own are kindly asked to inform the OC in which hotel they are going to stay.
Teams/athletes will be accommodated in official hotels***/**** of good quailty on the high plateau of Ritten/Renon, as close as possible to the ice rink of the Arena Ritten, where the event will take place.
The OC (Organizing Committee) cooperates with local hotels, being therefore able to assure an adequate accommodation, adjusted to athletes and teams.
The hotels are suitable to satisfy athletes' needs, especially regarding selection of food, and meals serving times. Three meals (breakfast, lunch, dinner) per day will be served at the hotel, with a sufficient quantity of food and one soft drink per meal. In cases lunch can’t be provided, the hotel will make sure there are sufficient lunch packages for all athletes and team members.

Accommodation in single rooms will only be possible if accommodation in double/triple rooms is numerically impossible.


The number of double and single rooms needed and the arrival/departure days must be communicated through the ISU Online Entry System (OES) for Speed Skating Events.
Soon after receiving your request, the Official Incoming Agency will send you the booking confirmation, together with the instructions for payment.
If a team has already booked directly in a hotel, please let the OC know in which hotel you are staying by sending an e-mail to at the latest by December 24, 2018 in order to avoid double bookings. We inform that the OC will only pay for accommodation in the official hotels.


For reserved rooms which are not used, the OC has the right to request a cancellation fee according to the hotel’s price.

The Organizing Committee will provide transportation from Monday January 7 to Monday January 14 from and to the Innsbruck Airport and from and to the Bolzano railway station (Verona Airport available on request at extra costs). Team officials who do not travel together with their team cannot be guaranteed this transportation service.
A shuttle bus service will be available between the official hotel(s) and the ice-rink from Monday January 7 till Sunday January 13.

The Organizing Committee must be informed via the ISU Online Entry System for Speed Skating Events about the date and time of arrival and departure of the Competitors and officials as soon as possible, but at the latest by December 24, 2018.


A visitor visa may be required for participants and team officials. Please contact the Italian Ice Sports Federation FISG if you need an invitation letter for the visa. For the invitation letter please submit the following information:
• First and last name of the applicant
• Gender, birthdate, nationality
• Title (skater, team leader, coach, etc.)
• Passport number and expiration date
• Arrival and departure date
• In which Embassy the VISA will be collected
Please submit all these information to the Organizing Committee as soon as possible, in order to have the necessary visas completed in due time.


A color picture must be submitted using the ISU Online Entry System for Speed Skating events or to the OC for each team member for preliminary printing of the accreditation (*.jpg format, size 35 per 44 mm, white background).
The organizer is not obliged to provide services (accommodation, accredited entrance to the ice rink, shuttle transportation, etc.) for an excessive number of team officials or other accompanying persons from participating ISU Members. Additional fee of € 50,00 for each extra accreditation must be paid to the Organizing Committee.
